Brazil has formally launched its centralised self-exclusion platform to allow players to block their access to betting sites.

The Secretariat of Prizes and Bets (SPA) announced the launch on Wednesday, with players now able to voluntarily request the blocking of their access to all federally licensed betting sites.

Authorised operators were previously mandated to offer players the option to self-exclude, but the new centralised system means bettors can make themselves unavailable for registration to all licensed sites, while also opting out of receiving targeted advertising.

The launch of the self-exclusion system formed part of the SPA’s 2025-26 regulatory agenda, which it laid out in April. Its implementation was labelled as the “most important” priority for the regulator.

The SPA is currently in the process of forming its 2026-27 agenda, with a consultation launched on 1 December on what that should include. Stakeholders have until 14 January to submit their suggestions, with the SPA expecting to publish its agenda at the end of February.

How will the self-exclusion platform work in Brazil?

The platform has been developed by the Federal Data Processing Service, with SPA chief Regis Dudena claiming the system “puts Brazil in a leading position in the world in caring for our population”.

The platform can be accessed by registering on the Gov.br portal, with players able to self-exclude for a period of between one and 12 months.

Bettors can also self-exclude indefinitely. Only in these cases will players have up to one month to reverse their decision.

The platform also enquires the reasoning behind players’ decision to self-exclude, with options ranging from financial difficulties to a recommendation from a healthcare professional.

After checking their personal data is correct, Players will then receive confirmation of their self-exclusion.

Operators will automatically receive the self-exclusion notice and will have up to 72 hours to block the player’s access to their sites and applications.

The deadline for betting operators to adapt

Normative Instruction 31 was published in November, granting a 30-day period for operators to implement user verification mechanisms in the centralised self-exclusion database through Sigap, Brazil’s betting management system. This uses players’ Individual Taxpayer Registration (CPF) numbers. The deadline for that implementation is 10 December.

Verifying a user’s self-exclusion status in Sigap must be carried out by operators during the account registration process, at first login each day and every 15 days for all active users.

Operators must immediately stop accepting new bets from users flagged as “Blocked – Centralised Self-Exclusion” and terminate their accounts within three days of receiving the notification.

They must also return any remaining balances or the value of unsettled bets within two days, keeping a record of the communication for at least five years.

Operators will be prohibited from sending active communications, targeted advertising or direct notifications to these blocked users, including messages about the possibility of returning to the betting system.

There is also an ongoing 90-day period for operators to alter their betting systems to impose self-limit tools.

These mandatory self-limit tools on time and wagering amounts are also to be set at the time a player registers to a site.

Users can opt to receive alerts or session blocks based on the duration of their betting activity.

Bettors also have the option to temporarily pause their accounts. While the account remains accessible, they will be unable to place any bets during that defined period.
