The Secretariat of Prizes and Bets (SPA) of the Ministry of Finance published Ordinance SPA/MF 1,237 and Normative Instruction SPA/MF 3 in an extra edition of the Official Gazette on Tuesday 5 May 2026. The rules set out procedures that fixed-odds betting operators must follow to block beneficiaries of the Novo Desenrola Brasil debt-renegotiation programme. Operators have ten days to implement the procedures and the restriction runs for twelve months from the date the new contract is signed.
Operators must consult the Betting Management System (Sigap) of the SPA at initial registration, at first login and periodically thereafter, using the user’s individual taxpayer registration number (CPF). When the CPF appears in the Barred Persons Module as a Novo Desenrola Brasil beneficiary, the system returns the label “Barred – Novo Desenrola Brasil Programme” and the operator must deny the request.
Platforms must notify the user of the reason for the suspension within one day, by email, messaging app, SMS or other available channels. Where a beneficiary does not withdraw available funds voluntarily, the operator must refund them within two days to a deposit or payment account registered in the betting system and held at a Central Bank-authorised institution. Open bets must be cancelled and the funds returned in full.
President Lula had announced the betting block on 1 May during a Workers’ Day broadcast, alongside the rest of the Novo Desenrola Brasil package: a maximum interest rate of 1.99 per cent per month, discounts of up to 90 per cent and the withdrawal of up to 20 per cent of the severance fund balance, known locally as the FGTS.
Lula said in the broadcast that “what cannot happen is to renegotiate a debt and keep losing money betting on bets”, adding that “whoever joins the new Desenrola Brasil will be blocked for one year on all online betting platforms”. He framed the rule as a measure to protect women who he said were left to pay off betting debts run up by their husbands.
