Brazil collects BRL10bn in gambling tax revenue in regulated market’s first year of operations

The Brazilian government collected BRL10bn (£1.4bn) in tax revenue in 2025 from “activities related to gambling and betting” in the market’s first year of regulation.

In figures released by the Brazilian Federal Revenue Service, it was announced the amount was an increase from just BRL91m collected the prior year – showing a “direct reflection” of regulation.

Operator’s face a 12% GGR tax rate in Brazil, alongside a host of other local duties such as COFINS and ISS.

Last August, the Ministry of Finance’s Prizes and Betting Secretariat (SPA), which regulates the sector, reported operators generated gross gaming revenue (GGR) of BRL17.4bn in H1 2025.

For the full year, operators are expected to generate GGR of BRL37bn, per the regulator. An additional BRL2.5bn has been collected in licence fees.

The SPA added that 217,000 players made a request to self-exclude from gambling within one month of the self-exclusion platform going live midway through December 2025. The majority of self-exclusions, 73%, were for an indefinite period.

Since Brazil’s regulated sports betting and igaming market went live on 1 January 2025, it has seen a host of legislative changes, including the potential introduction of a 15% tax on player deposits for operators.

Further incoming changes will see GGR tax rise from 12% to 15% by 2028.

Operators in the market include Flutter, Entain, Esportes de Sorte, BetMGM, Kaizen Gaming and bet365.

Speaking on a panel at ICE in Barcelona, BetMGM Brazil’s principal product manager Andre ‘Sapuca’ Nogueira said it was up to operators to drive market growth in the South American country.

Despite regulation, a study released midway through 2025 claimed 73% of players admitted to using a black market operator.
