Following the removal of Mayor Éric Azémar in Bagnères-de-Luchon (Haute-Garonne) a dozen elected officials, including some from his majority, are hoping to get the town’s casino, shut since 2011, reopened again.
As reported by Journal des Casinos, the officials have highlighted ‘an unbalanced contract and an opaque procedure.’ The town council is preparing to create a working group to re-examine the file with the 10 elected officials who voted against the award of the concession to the Golden Palace group calling for ‘solid guarantees and a real relaunch of negotiations.’
“The majority of municipal officials considered that, following the negotiations led by the mayor, Éric Azémar, by excluding the public service delegation commission (DSP) elected by the Municipal Council, the successful candidate was not sufficiently involved in the renovation work of the delegated building, compared to other similar projects and that the level of fees was also insufficient. The City of Luchon would have been obliged to carry out a large part of this work at its own expense, which would have absorbed almost all of its investment capacity, to the detriment of other works to be carried out in the municipality (swimming pool, roads, town hall, etc.).
Furthermore, the use of a working group raises questions because it ignores the City Council’s deliberations of July 9th and persists in excluding the members of the DSP committee elected on July 31, 2023. They are, however, entitled to know all the essential documents in the file and to express an opinion on it.
However, the members of this group remain determined that the city’s casino, closed since 2011, will soon be able to welcome players again and, to this end, invite Éric Azémar to enter into new negotiations with Golden Palace, or to launch a new concession that would be more profitable for the city. “Dedicated to the imminent reopening of a casino in Luchon, we believe that the current file still does not offer sufficient guarantees and remains unfavorable to the city, and that the working group, as the mayor has decided on its guidelines and composition, is unable to achieve the consensus necessary to bring this file to a successful conclusion.” Following the deliberations of the Municipal Council, we await the reopening of negotiations with the bidding casino operator, or the launch of a new consultation which finally respects the consultation regulations of the DSP” conclude the 10 elected officials.
