A Brazilian investment group is planning to develop a new private casino in Playa Mansa, Punta del Este, Uruguay.
According to local press the land is made up of several lots and covers approximately 10,000 square meters. The project will be presented to the Ministry of Economy and other national and departmental institutions. If approved it will share space with a real estate development featuring more than 120 units, a shopping centre, restaurants, an entertainment area, and a private casino.
The preliminary study for the proposal of the new casino is awaiting approval from the Ministry of Economy and was planned in accordance with Law 16.736 on the Operation of Casinos in Uruguay, which establishes the legal provisions for the operation and functioning of gambling establishments in the country.
The firm Giménez y Asociados is the consulting firm leading the project according to local news outlet Montevideo Portal.
Francisco Giménez, a representative of the firm said that the company had carried out an impact study over the last five years which took into account various aspects of the project, including the level of investment, target audience, and commercial developments within the complex. If approved the complex will also introduce a new entertainment option and venue in an area with significant potential, promoting sustainable development.
“The investment group is Brazilian, from Rio Grande do Sul, and they are businesspeople with strong ties to our main beach resort. They are a group that knows our country very well; they have owned property for decades and have several developments in Brazil in hotels, real estate, restaurants, and retail chains. We are very pleased with the preliminary meetings held with the national and departmental executive branches, but especially with the representatives of the Ministry of Economy and Finance, who have viewed this initiative very positively, ” he said.
Regarding the timelines, construction schedules, and investment amounts, Dr. Francisco Giménez said: “We are still processing data. We have a roadmap already drawn up with the time required for each stage of construction of the new complex. There are still many aspects to define, and that is the responsibility of the architectural firm. On the other hand, there is another study being conducted by the investors that outlines the essential characteristics of the commercial space, the entertainment area, and the casino itself, which will have a well-defined profile and will be positioned in a specific segment.”
Punta del Este is already the focus for significant investment. In June 2025 Beach Point Capital Management and Sparta Capital Management agreed a $190m loan to Cipriani to support the growth and expansion of Cipriani and its global luxury hospitality platform, including one of its newest projects, Cipriani Resort, Residences and Casino Punta Del Este, a more than $500m project in Uruguay.
Once built the Cipriani Ocean Resort Residences & Casino will be the largest luxury resort in South America, consisting of three residential towers, ranging from 30 to 60 floors. The project by architect Rafael Viñoly will involve the conversion of the iconic Hotel Casino de San Rafael. It will also include a conference centre, two restaurants, a spa, beach club, outdoor swimming pool, state-of-the-art gymnasium with meditation and yoga rooms, a golf simulator, among other amenities.
