Paraguay gambling generated $32.6 million in 2025 amid market liberalisation

Paraguay’s gambling market generated PYG215.9 billion ($32.6 million) in 2025, the nation’s regulator Conajzar reported this week.

It is the highest figure on record, with monthly revenue only dropping below PYG16 million in the January of 2025. The peak was in September, when revenue was close to PYG20 billion.

The annual figure was 22.9% higher than that of 2024, when gambling revenue in Paraguay amounted to PYG175.8 billion.

A historic year for Paraguay gambling in 2025

Last year was monumental for the Paraguay gambling sector, with the existing gambling legislation modified and expanded through Law No 7348/2025.

Signed on 7 May, the law establishes a regulatory framework for private operators, scrapping the gambling monopoly.

Previously, the law stated the “exploitation of national games of chance will be carried out exclusively by public tender”.

It has been reported that the tender for the two remaining sports betting licences could be put out this year. Aposta.la is currently the only operator authorised to offer sports betting, with that licence set to expire in 2028.

Conajzar placed under DNIT to boost tax collection

The law changes also placed the National Gaming Commission (Conajzar) under the National Directorate of Tax Revenue (DNIT) to increase the regulator’s powers.

The move also aimed to boost tax collection from gambling. At the time, Conajzar President Carlos Liseras told iGB that he estimated state contributions from gambling would be double the PYG175.8 billion total collected in 2024.

While tax revenue hasn’t yet hit those heights, the 22.9% year-on-year rise will no doubt be viewed with enthusiasm by Conajzar and the Paraguay government.

Liseras told iGB he expected Paraguay to prove a hugely attractive market for private companies. “In addition to the fact that Paraguay has a law on the demonopolisation of gambling, the tax burden is the lowest in the region and Paraguay has become an important country for visiting.”

Conajzar will remain in continuous contact with both incumbent operators and new market entrants.

“In addition, there are agreements signed with other state institutions to optimise the operation and improve the controls of gambling operators,” Liseras added.

“Agreements have been signed with institutions in other countries. They are in full force and it is intended to expand these agreements.”

 2025 was a crucial year for the gambling sector in Paraguay, after the market was liberalised through Law No 7348/2025.
