The Provincial Institute of Lotteries and Casinos of Buenos Aires (IPLyC) has advanced a new regulation that enables betting agencies in the Province of Buenos Aires to function as a registration channel for gamblers on authorized online gambling platforms.
The measure was formalized through Resolution N° 17-IPLYCMGGP-2026 and is part of the integration process of the horse racing system into the regulated digital betting framework in effect in the province since 2019.
The decision is supported by technological changes affecting the sector and the sustained expansion of online gambling, a scenario that prompted previous efforts by the Argentine Chamber of Turf Agencies (CAAT) before the regulatory authority.
In the rationale for the regulation, the provincial agency indicates that the growth of digital platforms and the engagement of the public online means that the range of activities of betting agencies needs to be expanded.
The agencies will be able to offer their clients the opportunity to register as gamblers for any of the licensed online gambling providers authorized in the province. To do this, contracts must be signed between the betting agents and the licensed companies, either directly or through the CAAT, which can act on behalf of the agencies.
The resolution clarifies that these agreements will not be exclusive, meaning that betting agents may connect with one or multiple licensed providers at their discretion.
The regulation also defines uniform criteria for the commission structure that the agencies will receive for the activities of registered gamblers. These percentages will be determined by the Provincial Directorate of Games and Exploitation, along with the minimum incentives that must be offered to users who register through the agencies, which will need to be disclosed for approval.
Regarding operational functionality, the administrative procedure specifies that the licensed providers and the CAAT must notify the provincial authorities and the official racetracks of La Plata and San Isidro about the contracts established.
The duration of the agreements will be tied to the term of the licenses, with the possibility of termination by the agent with 60 days’ prior notice.
The regulation was signed by the president of the agency, Gonzalo Atanasof, and published in the Official Gazette of the province of Buenos Aires.
