Province of Santa Fe approves online sports betting

The Legislature of the province of Santa Fe has passed the law that allows the provincial government, through the Santa Fe Lottery, to begin the process of launching online sports betting.

The law’s main objective is to regulate the development and operation of online gambling and sports betting through digital platforms, including the potential for national and international public bids for its implementation. It aims to ensure public order, eliminate illegal gambling, promote responsible gaming, and minimize gambling related harm.

Once launched only bettors within the province of Santa Fe will be allowed to take part. However, there is a possibility for future agreements with other jurisdictions to allow players to join the Santa Fe platform.

The Social Assistance Fund – Lottery of Santa Fe will be the enforcement authority and  “may develop its own online platform or call for bids to select licensees through nationwide and international public bidding,” according to the new law.

The law also establishes the creation of a Unique Register of Online Bettors, available only to adults who are not in the Santa Fe Food Debtors Registry. Each user will have their own unique account for their funds and prize collection.

In addition the province will allow “setting limits on deposits and/or transfers, request their temporary or permanent exclusion from gambling, schedule restrictions for certain days, time slots, and/or time limits for games.”

The law mandates that the Agency for the Prevention of Drug Use and Integral Treatment of Addictions (Aprecod) train health centre staff and local agencies to identify gambling addiction. This program will include a toll-free hotline, and the Ministry of Health must track gambling addiction to analyze its prevalence and trends.

Additionally, Article 20 prohibits the Santa Fe Lottery from running ads suggesting that gambling offers financial solutions, or that skill can eliminate luck. Ads must not target minors or offer credits or loans to players.

The funds raised, which will be determined once the bidding and or the administration of the Lottery is launched, will be allocated to various government sectors in Santa Fe.

In December the government announced that it would call for a national and international public tender for the granting of licenses for online sports betting in the province.

Signed by the governor Maximiliano Pullaro and the Minister of Government and Public Innovation of Santa Fe, Decree No. 3084/2025, which convened extraordinary sessions of both chambers of the Legislature, was published in the Official Gazette.

It contained twelve key bills of interest to the Executive Branch for consideration before the end of the year. Message No. 44/25, included by the governor for consideration in extraordinary sessions, referred to the bill approving the terms and conditions of the “National and International Public Tender for the granting of licenses for the implementation, operation and exploitation of online sports betting in the province of Santa Fe”.
