A new gambling framework in Finland with two drafts, which will allow operators to apply for licenses, is expected to be passed at the start of 2026, with the actual market launch in January 2027.
The drafts are in accordance with international regulatory standards and focus on random number generation (RNG), external auditing, and information security. Operators will be provided with guidelines on testing methods and appropriate thresholds for adopting traceability if they are working with RNG-based mechanics. They will also receive information on how to implement, document, and control RNG.
Mandatory information security tests, which analyze a license holder’s game outcome integrity levels, will be done once every two years, and external vulnerability scans that detect potential system exploits will be done once a year, as both will be conducted by independent accredited bodies and are mandatory for operators and suppliers.
The inspection bodies will have to operate under ISO or IEC standards, but there’s also a chance that the Finnish government may recognize and integrate Danish or Swedish standards as well.
Before the release of the two drafts, the regulatory transition was being criticized for appearing too vague, as experts were warning that the launch date might be pushed to June 2027 if there was no improvement. But the new drafts have shown a clear stance, as even the state-backed operator has stood for the market liberalization plan.
