Paraguay launches quiniela tender and breaks monopoly

The National Commission for Games of Chance (Conajzar) announced the opening of the bidding process for the operation of quiniela on a national level, which from 2026 will be run by up to three companies.

The call comes five years after the last concession, awarded in 2020 to the firm  Technologies Development of Paraguay SA (TDP) which awarded the license to run the game exclusively throughout Paraguay. According to Carlos Liseras, the director of Conajzar, the bidding documents will be available for purchase starting November 17, at a cost of G. 100 million. “The right to acquire and participate does not guarantee the award; the companies must meet all established requirements,” he said.

As reported in Paraguayan daily La Tribuna, Liseras highlighted that for the first time, up to three individuals or legal entities will be allowed to operate the game, which aims to promote competition and provide more options for players.

This new model will take effect in 2026, with a planned duration until 2031. TDP will continue operating quiniela until then while the selection and awarding process is developed over the coming months.

The period for acquiring the bidding documents will extend from November 17 to 22. Subsequently, interested companies will need to submit their proposals, which will be analysed between December and the first days of January. The new concession scheme is expected to come into effect in January 2026.

“We invite all interested companies to participate in this historic process, the first in which the National Lottery will be open to multiple operators. It is an opportunity to strengthen transparency, competition, and the tradition of a game that is part of the Paraguayan DNA,” Liseras said.

Quiniela is the main product regulated by Conajzar, both due to its volume of players and the revenue it generates.

New regulations put forward by President Santiago Peña and approved by Congress will see the market opening up to more operators.

In March 2020 Conajzar extended the license of company Technologies Development of Paraguay SA (TDP) to run quiniela games until December 2020 even though its five year license had come to an end.
