California’s card rooms protest proposal to wipe out adapted versions of blackjack

364 jobs at risk if new laws are enacted

Casino employee unions in California have held a protest at the office of California’s attorney general to highlight their concern over plans by the Department of Justice to prevent card rooms from allowing adapted versions of blackjack and other banked card games.

The DoJ wants to close a long-debated loophole that allows ‘player-banker’ systems.

Around 150 California card rooms employees, city officials and union officials protested outside Attorney General Rob Bonta’s office in Los Angeles to protest the proposed regulation, saying that it would lead to losses of $464m for card rooms across the state with up to 364 jobs at risk.

California’s card rooms are prevented from offering games in which players compete directly against the house, but have deployed a player-bankers system provided by Third-Party Providers of Proposition Player Services (TPPPPS), which sees them offer modified versions of blackjack and baccarat.

Tribal casinos would see revenue gains of $232m if the proposed laws are enacted.

Kyle Kirkland, President of the California Gaming Association and owner of Club One Casino in Fresno, said: “It’s a competitive overreach by the tribal owners. They don’t like the fact that card rooms are competing with them. So they’re pressuring the attorney general.”

In a Fresno Bee report, he said: “If we can’t offer the table games, that’s 50 per cent of our revenue. If you take 50 per cent out of your home budget, you’re going to feel it and probably have to move. So this proposal would be fatal for card rooms. That’s not good for our employees or people.”

“Eliminating these card games from card rooms would have a big impact on the people of Fresno and Clovis, and especially other communities that are highly dependent on card rooms,” Mr Kirkland added. “There seems to be a concerted effort to eliminate tax-paying card rooms when most people might not realize how much we contribute to the community.”
