Coljuegos to change rules over bonuses in Colombia

Coljuegos has released for public comment a Draft Resolution that introduces new regulations concerning online gambling bonuses in Colombia. The resolution places restrictions on the use of bonuses that are converted into credits by online gambling operators.

Coljuegos said that it had, in the ongoing monitoring of the behaviour of online games before and during the implementation of the Value Added Tax (VAT) measure, observed the tendency of operators to compensate bettors for the VAT through bonuses, which went from representing 0.3% of the total bets before the measure to 3.4% in the period following the VAT implementation. The board invited interested parties to review the document and submit their observations between October 21 and November 4, 2025.

In the case of operations with VAT, the total value of bonuses that an operator can convert to credits for participation in the game during a calendar month must not exceed 1.6% of the total gross income, which refers to the total value of bets recorded on their platform for the same month in which the bonuses are granted.

For operations without VAT, the total value of bonuses that an operator can convert to credits for participation in the game during a calendar month will be limited to the average monthly amount of exploitation rights paid for their operation over the preceding twelve months. This amount includes any fixed exploitation rights that were paid.

For new operator contracts that lack continuity in their operations, or that are authorized for the first time, the total value of bonuses that can be converted to credits for participation in the game during the first twelve months of operation shall not exceed one-twelfth of the fixed exploitation rights paid in the first year of operation. Starting from the thirteenth (13th) month of operation, the provisions defined in the previous paragraph will be applied.

In August The Colombian Federation of Businesses for Games of Chance and Luck (Fecoljuegos) warned that the application of a 19% VAT on deposits on online betting platforms had led to a significant decrease in the funds that the sector transfers to the health system.
