The Finance and Taxation Committee (CFT) approved, on Wednesday (22), the urgency request (No. 99/2025) presented by federal deputy Rogério Correia to expedite the voting of the bill (PL 5076/2025), authored by federal deputy Lindbergh Farias and members of the Workers’ Party caucus.
The proposal aims to increase the taxation on online gambling from the current rate of 12% to 24%, addressing the social and health impact of gambling addiction.
The text of the bill argues that Brazil is already the third-largest gambling nation in the world, with 24 million Brazilians making transfers to betting sites, and 2 million people already addicted to gambling. The proposal seeks to raise the tax rate on the sector, allocating the collected resources to public health policies and addiction prevention.
The leader of the ruling Workers’ Party (PT) in the Chamber, Lindbergh Farias said:
“Everyone here has a family member who is addicted. The impact of this is enormous. The taxation on bets in Brazil is very low, at 12%, while countries like the United States and France charge over 30%. We need to move forward and treat this as a social and public health issue.”
Deputy Rogério Correia, presiding over the CFT meeting highlighted the broad parliamentary support: “We gathered 34 signatures from 12 different parties. This shows the strength of this debate. A survey shows that three out of ten residents of Minas Gerais fell behind on rent due to bets. It’s a dramatic situation, and that’s why we need to approve this project urgently.”
One day after the defeat of the IOF Provisional Measure, which would have increased taxes on operators, Lindbergh Farias introduced the bill that would increase taxes on the industry. An increase from 12% to 18% had been included in a provisional measure regarding alternatives to raising the IOF. However the Chamber removed the discussion of the matter from its agenda, rendering it invalid.
