Operator warned it could lose its licence

The Nese Group in Vilnius, Lithuania, has been fined €6,000 for hosting an unlawful gambling event where guests were given wrist bands which were later placed on a roulette wheel and used in an unscheduled gambling event.

The operator was warned about the possible suspension of its license to organise table games and games with category A slot machines.

The Gambling Supervisory Authority said: “The Gambling Supervisory Authority, under the Ministry of Finance of the Republic of Lithuania, has imposed a fine of €6,000 on the gambling organiser UAB Nese for violations of Article 18, Part 1 and Article 15, Part 1, Point 2 of the Law on Gambling of the Republic of Lithuania. After evaluating the actions recorded by video cameras, taking into account the explanations of the company’s employees, it was determined that on 10 January 2025, a celebration organised by UAB Sekmes tiltas, a company operating bars, took place in the company’s casino. The evening’s guests, who were invited by UAB Sekmes tiltas, received orange bracelets. The bracelets’ roots were placed in a container, at the end of the evening, all the roots were laid out on the American roulette table and the winners were drawn.

“The company did not ensure that during the event, which took place on 10 January 2025, from (approximately) 11:35 p.m. to 11:58 p.m. at the roulette table, a game that did not comply with the provisions of Subsection 3.1 of the company’s Regulation would not be organized at the company’s casino.

“The company’s video recordings of 10 January 2025, recording the gambling process at the gambling tables do not show gamblers and/or staff serving gamblers, and the cameras above the tables are positioned so far that it is impossible to associate the actions of gamblers and/or staff serving gamblers with the person performing those actions, and the (additional) camera at the cash register does not record the faces of customers who have approached it.”
