A proposal to ban sports betting on individual plays has garnered support from the Ministry of Finance. The initiative is outlined in Bill 2,842/2023, presented by federal deputy Ricardo Ayres. The legislation seeks to limit sports betting on specific plays that occur during games, such as corner kicks, cards, and fouls. The proposal aims to protect the integrity of competitions and combat potential manipulation by allowing only bets related to the number of goals and the final results of matches.
The support came at a hearing held at the Permanent Subcommittee on Sports Betting Regulation of the Chamber of Deputies. There, representatives from the government and the Secretariat of Prizes and Bets (SPA) emphasized that the measure could help reduce match-fixing.
According to SPA’s Responsible Gaming coordinator, Letícia Soeiro, prohibiting betting on specific bets is one of the most effective alternatives to preserve the sector’s credibility and would provide legal security to companies and bettors.
“Manipulation of sporting events is a real risk when it comes to betting on very specific events. Limiting this type of betting can help protect not only consumers but also the regulated market,” Soeiro said.
According to Ayres, this measure would prevent negative influences and unsportsmanlike behaviour that can occur when betting on individual actions, such as yellow cards, red cards, corner kicks, and fouls, is permitted. “By focusing on bets regarding the number of goals and match outcomes, we will have a safer entertainment option that is less susceptible to undue external interference,” he argued.
The deputy emphasized the importance of regulating sports betting to ensure the impartiality of referees and the integrity of sporting events as a whole. “Betting on individual actions can distort the game and encourage harmful behaviours. We need to preserve fairness, credibility, and transparency in competitions,” the parliamentarian stated.
The bill also establishes the responsibility of competent authorities to regulate and oversee the permitted sports betting in accordance with the proposed legislation.
Earlier this year the subcommittee discussed the same bill. However during that meeting Leticia Soeiro noted that while the bill, could reduce the risk of fraud related to match-fixing, it might also diminish interest in the legal market.
“This is a point that we need to analyze very cautiously. As regulators, our job is to mitigate risk by requiring companies to have prevention policies against manipulation and to demonstrate a connection with an independent entity monitoring sports integrity,” said Soeiro.
The bill is currently awaiting the rapporteur’s opinion in the Sports Committee (CESPO). It will then be forwarded to the Finance and Taxation and Constitution and Justice and Citizenship Committees.
