More than 800 players exceeded spending limits at Norsk Rikstoto due to technical bug

Norsk Rikstoto has announced 836 customers were able to spend a collective NOK4m (£300,000) above their spending limits due to a programming error that went undetected for almost three years.

The Norwegian horseracing operator said that between December 2022 and 17 September 2025, an error in its internal systems allowed players to spend more than their set limits.

In most cases, players spent less than NOK500 during the period, but some customers exceeded their limits by more than NOK100,000, according to the operator.

All 836 customers have been refunded for the bets in question, Norsk Rikstoto confirmed. Customers are also being contacted by customer support teams.

The error related to Andelstorget and På Lag, which are cooperative games in which customers buy shares in a larger game and take a split of the payout.

The fault was discovered after a player informed Norsk Rikstoto on 15 September they had exceed their limit while playing on Andelstorget.

The operator commenced a review and discovered the system error two days later on 17 September.

The Norsk Rikstoto board, the Norwegian Gambling Authority (NGA) and the Ministry of Culture have all been made aware and kept informed of the error.

Camilla Garmann, Norsk Rikstoto CEO, said: “The deviation is due to a programming error in our systems that has now been corrected.

“The error has meant that a limited number of customers in given situations have been able to play for more than the statutory playing limit they have set themselves. This is something we deeply regret.

“The error is due to a programming failure. Although we continuously test and control our systems, the error was of such a nature that it was not caught. We will now review our routines to reduce the risk of such errors occurring again.”

Carl Fredrik Stenstrøm, head of the Norwegian trade body NBO, added: “This is a very serious matter. The flaw has lasted for almost three years without being discovered internally, despite the fact that the player limit system is absolutely central to responsible gaming.

“There should be routines that detect such deviations early, not just based on inquiries from customers.”

Earlier this month, the NGA announced a preliminary NOK10m fine for Norsk Tipping over its lottery draw failings this summer.
