Chubut Legislature considers major infrastructure agreement with Casino Club SA

The Chubut Legislature has received a bill from the Executive Branch seeking to approve an agreement with Casino Club SA to execute strategic infrastructure projects. The agreement was signed on September 11, 2025, and calls for an investment of $8 billion by the license holder in exchange for a 15-year extension of their license. If approved, it will launch one of the most significant agreements in recent years regarding infrastructure financing through the gaming concession system in Chubut.

The company will contribute $8 billion in 24 instalments to finance key projects in the province. The projects to be financed include: completion of the drainage system and discharge of stormwater into the sea in Comodoro Rivadavia, at an estimated cost of more than $10 billion, co-financed by the Municipality. The projected cost is also $3.5 billion for the completion of the neighbourhood Meeting Centre in the neighbourhood of Inta in Trelew. A Special Fund for Strategic Works will also be created. This fund may be updated according to the Construction Cost Index developed by the Argentine Chamber of Construction, ensuring that the amounts remain current in the face of inflation.

The president of the Chubut lottery the Social Assistance Institute (IAS), Ramiro Sebastián Ibarra, signed the agreement with the general manager of Casino Club, Horacio Eduardo Bilbao. The document states that the financial contribution will be made within a maximum period of 24 months from legislative approval.

The extension of the concessions covers all the gaming venues currently operated by the firm in Chubut: Comodoro Rivadavia, Trelew, Rawson, Rada Tilly, and Playa Unión, in addition to the associated online gaming licenses.

According to local press, the agreement is part of a contractual process that has lasted more than a decade. In 2013, a deadline extension was signed, approved by the Court of Accounts and ratified by provincial decree. During the pandemic, the contracts were extended for 19 months, and in 2022, a five-year extension was added in exchange for an additional fee of more than $718 million. With this new agreement, the concession is projected to run until 2046.
