The Secretary of Prizes and Betting of the Ministry of Finance (SPA-MF) and the National Council for Advertising Self-Regulation (Conar) have signed a cooperation agreement to strengthen oversight and promote greater responsibility in advertising campaigns within the fixed-odds betting and commercial promotion sectors in Brazil.
Among the actions outlined in the agreement are the establishment of a permanent communication flow between SPA and Conar to address cases of irregular and illegal advertising; the implementation of educational campaigns and the creation and dissemination of informational materials. The two organizations will also exchange information and monitoring methodologies to identify repeat offenders and enhance oversight.
According to a press release from the Ministry of Finance, concrete results are anticipated, including the rapid identification of advertisements that violate regulations, particularly those from repeat offenders. This will bolster the oversight actions of the SPA in combating illegal practices in commercial promotions and on illegal betting websites. At the same time awareness campaigns focused on responsible gaming will be implemented, with a particular emphasis on protecting children and adolescents.
According to Conar’s president, Sergio Pompilio, the collaboration allows for significant gains in the betting sector: “This is a significant milestone. The combination of regulatory and self-regulatory efforts has proven to be a modern and sought-after approach in most countries, being essential to tackle the challenges ahead, especially in high-impact segments like betting. The Secretary of Prizes and Betting, Regis Dudena, emphasized that signing the agreement with Conar reinforces the Ministry’s commitment to protecting individuals and the popular economy. “We know that advertising plays a central role in how society perceives and accesses betting and commercial promotions. Therefore, we cannot allow messages from illegal agents, or those that mislead, promote harmful practices, and especially those that target vulnerable groups, such as children and adolescents,” he said.
