Finland’s National Police Board has ordered three social media influencers to pay fines of €30,000 (£26,030) each for promoting gambling within the country.
Two of the influencers have been handed a conditional fine, which the National Police Board will enforce penalty should the parties continue to market gambling in mainland Finland.
Both parties were made aware of the impending sanctions in May 2025, with the offences concerning content which “either directly or indirectly markets gambling in mainland Finland in violation of the Lotteries Act”.
Meanwhile, a third influencer has been ordered to pay a €30,000 fine following a conditional fine being imposed at the start of July.
The person in question declined to appeal the original decision within the statutory 30-day window, and was later found to have continued to promote gambling after receiving the initial sanction.
All three influencers were found to be promoting gambling on streaming services including Twitch and Kick.
Operators outside of Finland were promoted by the influencers, yet the marketing targeted Finnish players in defiance of the country’s gambling legislation.
The unnamed social media personalities have also been ordered to remove all gambling marketing content which has already been published.
Until the Finnish market regulates into a commercial arena, Veikkaus is the only operator allowed to be promoted and marketed in the nation.
A National Police Board statement read: “The National Police Board has assessed that the influencers have considerable financial interests to continue the marketing of gambling.
“The influencers have done affiliate marketing of gambling companies, the purpose of which has been to attract consumers residing in mainland Finland as customers and thereby promote participation in gambling in Finland.
“The National Police Board considers that through their actions related to commercial co-operation, the influencers have increased the visibility of gambling, gambling websites and companies serving as intermediaries for gambling.”
National Police Board senior adviser Tomi Sallinen added: “It seems to be a common misconception that the marketing of gambling in Finland from outside Finland would be allowed. However, this is not the case. Only Veikkaus Oy is allowed to market gambling in mainland Finland.”
Finland is set to move away from its monopoly-based gaming model, with the commercial market scheduled for launch in 2027.
