The executive director of the Puerto Rico Gaming Commission (CJGPR), Juan C. Santaella Marchán, reported that over half a million dollars in fines have been issued to operators and businesses that were operating illegally. This comes after the implementation of Regulation No. 9647, which governs the issuance, management, and enforcement of licenses for route gambling machines.
“Since the regulatory process began in July, our Office of Investigation and Regulation has been on the ground inspecting various businesses to ensure compliance. Undoubtedly, we are in a historic moment for the gambling industry,” stated Santaella Marchán.
After the orientation process for business owners, which took place from March to July, the staff of the CJGPR Office of Inspection and Regulation visited hundreds of establishments that were not in compliance with the law, issuing fines totalling more than $530,000. Additionally, since July, the Commission has collected just over US$7 million in licensing fees.
Since the law was approved, the Commission has been working on establishing a licensing, registration, and oversight system to control these machines. In its original phase, the measure set a cap of 25,000 licenses, one for each machine, during the first two years of implementation, beginning the renewal of licenses for operators previously licensed by the Gaming Commission.
The executive director emphasized, “At the Gaming Commission, we will continue working to ensure compliance with the law and the public policy of this administration. We reiterate to business owners to ensure that their machines are compliant to avoid being fined.”
Under new rules all route gambling machines have to be licensed. The commission has guided businesses on the process, as once it was underway, the agency said that it would activate its Investigation and Regulation Unit to halt illegal operations and ensure strict compliance with the new regulations.
In March the Puerto Rico Gaming Commission announced the start of the application and renewal process for licenses for route gambling machines following two years without legislative regulations. Regulation No. 9647, which was approved by the Fiscal Supervisory Board (JSF) in December 2024 to facilitate its implementation, aims to regulate the industry and support the Police Retirement System.
