UKGC eyes ADR list removal in a consultation

The Gambling Commission has opened a consultation on changes to the Licence Conditions and Codes of Practice (LCCP), planning to drop its own list of approved ADR providers. From 6 April 2026, under the new Digital Markets, Competition and Consumers Act 2024, the power to accredit ADR providers will shift to the Secretary of State.

From 6 April 2026, under the new Digital Markets, Competition and Consumers Act 2024, the power to accredit ADR providers will shift to the Secretary of State.

Operators will still be required to give free access to ADR once 8 weeks have passed, but future ADR providers will be approved under the new system rather than directly by the Commission.

The consultation also looks at a few knock-on changes. These include removing the LCCP footnote that points licensees to the Commission’s ADR list and updating the guidance available on its website.

The Commission said:

“The LCCP changes required will only reflect the changes in legislation and won’t extend beyond the legal obligations on licensees.”

Some parts of the Act, such as the new protections against unfair trading, already took effect on 6 April 2025. To keep everything up to date, the consultation suggests replacing references to the old Consumer Protection from Unfair Trading Regulations 2008 with the Act’s new definitions.

The consultation runs until 29 September 2025. All stakeholders encouraged to reply, responses can be submitted via an online survey or by post.
