Italy pushes deadline to approve licences to November

The Italian Customs and Monopolies Agency (ADM) has extended the deadline to approve licences for its new regime until 12 November 2025. 

Initially, the cut-off to approve applications was scheduled to fall on 17 September.

However, that date has been scrapped to ensure the “protection of players and public trust”, as well as to not disrupt tax revenue.

As per the existing laws in Italy under the regime change, the ADM held the right to extend the period by up to three months.

The agency noted that more time is required to ensure all documents and eligibility checks are conducted.

Earlier this month, the ADM confirmed that 46 brands had submitted applications, all seeking official approval to operate within the revamped online Italian gambling market. 

Included within the 46 brands were multiple sites owned by a single operator. For example, Flutter’s Sisal, Snaitech and PokerStars had all sent in separate applications.

Lottomatica and its subsidiaries Betflag, the rebranded PWO and Goldbet also submitted applications.

Both Lottomatica and Flutter applied for five licences each, the maximum amount allowed for one operator. 

Other operators to have progressed past the first licensing stage also include bet365 via its Hillside (New Media Malta) brand, as well as evoke and Betsson.

Of those to make it past the first stage, each will pay €4m of the total licence fee, before paying another €3m in due course. Each licence will run for nine years.

Both the ADM and MEF have predicted that the new-look online market could generate more than €5.5bn in annual GGR by 2026. 

FDJ United’s Unibet and Betway are two high-profile operators that are currently licensed in the Italian market that are yet to be named on the ADM’s list of approved companies.
