The Department for Culture, Media and Sport (DCMS) has announced the appointment of Roger Devlin as the new chair of the Horserace Betting Levy Board (HBLB).
Devlin’s initial four-year term will run from 1 July 2025 until 30 June 2029, with the position coming with a remuneration package of £39,600 per year.
He takes over the role from Anne Lambert, who had been serving in an interim capacity since September 2024 following the passing of former chair Paul Darling last August.
Devlin currently serves as chair of building company Persimmon Homes, having held the role since June 2018.
He also works as a director at social mobility charity the Sutton Trust.
Devlin holds industry experience, having served as William Hill’s chair from February 2018 to April 2021 prior to its sale to Caesars Entertainment in 2022.
Other industry roles included a spell with Gamesys (now Bally’s) as chair from June 2006 to May 2016 and as chair of SIS from January 2009 to January 2018.
Outside of the sector, Devlin’s previous chair roles included a stint with pub and hotel operator Marston’s between September 2013 and May 2018 and with care home operator Porthaven between January 2012 and November 2017.
He has also worked as an independent director for the Football Association (FA) between January 2012 and May 2018.
The Betting and Gaming Council (BGC) welcomed Devlin’s appointment, saying it comes at a “crucial time” for the horseracing industry.
A BGC spokesperson said: “We welcome the appointment of Roger Devlin as chair of the Horserace Betting Levy Board from 1 July 2025.
“Roger brings outstanding experience across racing, betting and business – including as former chair of William Hill and SIS – and we look forward to working with him to strengthen the sport and support its long-term future.
“This leadership comes at a crucial moment. Despite a fall in betting turnover and the threat of new tax hikes, BGC members contributed a record £108m to the Levy in 2024-25 – up £3m from the year before and the fourth annual increase in a row.
“These funds are vital to racing’s investment, employment and equine welfare.
“We also pay tribute to the late Paul Darling for his immense contribution as chair, and thank Anne Lambert for her service as interim chair.”
The trade body named Simon Clare as its HBLB representative back in October.
