The Dutch gambling regulator (KSA) has warned bet365 and One Casino for offering bets on matches for football teams that have players under the age of 21.

The KSA reminded operators that under Dutch law, offering sports bets on players aged 21 or younger is banned because of an increased risk of match-fixing. The decision was made as it was believed that younger players are easily influenced, so these bets are more vulnerable to manipulation.

The KSA stated:

“The cases clearly demonstrate that providers must continuously maintain their systems and controls and implement appropriate safeguards to prevent violations. Responsibility for the service provided remains solely with the provider at all times.”

The investigation found that both operators had offered a betting option in 2025 for a football match with players under 21. One Casino admitted that an incorrect system registration led to the match being classified as an international friendly, so the operator cancelled the bets and compensated the players.

In bet365’s case, the operator also revealed a registration error and described it as a one-time mistake that was later fixed. Additionally, after the KSA had targeted bet365 for duty of care failures, the operator announced it had conducted an audit and would implement additional measures to make sure that a similar issue doesn’t happen again.
