Greece is moving to launch a new framework to fight against illegal gambling activities and gambling-related crimes. Greece is moving to launch a new framework to fight against illegal gambling activities and gambling-related crimes.

Minister of National Economy and Finance, Kyriakos Pierrakakis, has proposed a bill to change Greek laws and protections against illegal gambling and the rise of the black market. The minister informed parliament that he aims to publish a decree in the first half of 2026.

The decree will include new laws and improved measures to eliminate the illegal economy that’s worth €1.6 billion and is costing the Greek state at least €500 million in annual lost public revenues.

Pierrakakis stated:

“The numbers are shocking. This is not simply a leak of public resources; we are combating a deep social pathology that requires a modern and uncompromising response. This is a modern regulatory response to a modern criminal economy. It is about protecting society, restoring public revenues, and confronting illegal gambling with real consequences.”

Under the new framework, organizers of illegal gambling could face prison terms of up to 10 years, with fines ranging from €50,000 to €100,000. The penalty depends on criteria like professional-scale activity, repeat offenses, or involvement of minors.

Another measure will be fining players who engage in unlicensed gambling to extend enforcement beyond operators. The government argues this is necessary to fully eliminate the illegal gambling networks.

Land-based venues, including internet cafes, private clubs, and gaming halls, will also be immediately sealed if illegal gambling activity is identified at the locations.

The framework is being created in partnership with the Hellenic Gaming Supervision and Control Board (EEEP), which will be granted investigative authority and stronger enforcement mechanisms.
