Uruguay tightens online gambling requirements to protect players

The Ministry of Economy and Finance of Uruguay, through the National Directorate of Lotteries and Betting (DNLQ), has approved a new resolution that strengthens the requirements for responsible gaming and sets mandatory guidelines for licensed gambling operators.

Resolution No. 015/2026 introduces a set of measures aimed at improving controls, preventing addictive behaviours, and protecting the most vulnerable groups, especially minors and self-excluded individuals, amid the growing use of digital gaming platforms.

Key changes include the mandatory implementation of identity verification for all users registering on authorized online gaming platforms. Operators will also have 180 days to adapt and verify the identities of already registered users, ensuring an orderly transition to the new system.

The resolution requires the central organization representing all of Uruguay’s Quinielas games and other operators to apply strengthened authentication systems, including in-person or remote identification, biometric cross-checks, and “proof of life,” cross-checked with the official Civil Identification Service. These processes must be carried out exclusively by state-accredited providers and must ensure accurate age verification.

Another central aspect is the requirement that licensed operators that run and manage quinielas (betting pools) and related betting services obtain World Lottery Association Responsible Gaming certification (Level 4) within the established deadline.

Additionally, the web portals and mobile apps for betting must provide prominent, direct access to Responsible Gaming information, including content on problem gambling prevention, minor access prohibition, self-exclusion mechanisms, risk-behaviour detection tools, helplines, and links to specialized organizations.

The resolution, signed by Marcelo Visconti, head of the National Directorate of Lotteries and Betting, also reinforces the prohibition of all advertising or promotions directed at minors. All commercial communications related to gambling must include clear messages about the prohibition of gambling by minors and the promotion of responsible gaming.

Offshore operators are not currently permitted to offer their services in Uruguay.  However this could change soon. In November it was revealed that the current government intends to revive the discussion on online gambling during this governmental term. Senator Felipe Carballo from the Broad Front (Frente Amplio) took the first step by presenting a draft law on the matter to his party’s caucus.

The initiative aims to establish a State Online Gaming Platform, managed by the National Directorate of Lotteries and Betting. This body would be responsible for exploiting, regulating, and controlling online gambling activities. It proposes a “mixed model” where the State “directly exploits part of the activity” while simultaneously regulating the participation of private operators. Currently, the only authorized company to operate online sports betting is Supermatch which went live in October 2005.
