Brazil’s Ministry of Finance has taken another important step in organising its legal framework with the creation of a new national forum over gambling called Sinapo (the National Systematization of Bets Forum) via Ordinance 227.
Sinapo will be composed of the Ministry of Finance’s Secretariat of Prizes and Bets (SPA/MF) — which will act as coordinator — and the states and the Federal District, through designated representatives.
The objective is to articulate, integrate, and promote dialogue among the Union, the states, and the Federal District on the exploration of lottery modalities, strengthening legal certainty, transparency, and the integrity of the sector, with emphasis on protecting the bettor and the popular economy.
According to a Ministry of Finance press release: “The Sinapo Forum will function as a permanent institutional environment for federative articulation, aimed at the exchange of experiences, information, and good regulatory and operational practices; at the improvement of regulation; and at planning and coordinating integrated actions with expanded data integration and strategic information.”
In practice, the Forum will create a structured space for coordination among the federative entities, without replacing their legal competencies, but organizing technical and institutional dialogue about the exploration of lottery modalities.
The creation of the Forum for the National Systematization of Bets is part of the regulatory agenda foreseen by SPA-MF for the 2025/2026 biennium. It is a first phase of the forum that will be extended with new projects including bilateral agreements with states in later phases.
The SPA/MF will be represented by the Secretary of Prizes and Bets as the principal, and the Deputy Secretary of Prizes and Bets as the alternate. States and the Federal District must designate a principal representative and an alternate.
Participation by subnational entities may occur as adherent members, by signing an Adhesion Term, according to the model provided in the directive.
The Executive Secretariat of Sinapo will be exercised by the SPA/MF, which will be responsible for planning, coordinating, and monitoring the actions and activities, preparing and disseminating agendas and notices of meetings, as well as the technical documents and other products resulting from the activities.
The Forum will not have a minimum quorum for holding meetings, and its results will have no deliberative or binding character, preserving the autonomy of the participating entities.
The forum will meet in ordinary sessions four times a year. In addition the directive provides for the creation of Thematic Debate Forums, focused on specific issues regarding the exploration of lottery modalities and on the technical support for debates and actions of the Sinapo Forum for the Systematization of Bets.
In April 2025 members of SPA first met with representatives from the states and the Federal District (DF) to initiate discussions about Sinapo. The then Secretary of Prizes and Bets of the Ministry of Finance, Regis Dudena, emphasized during the meeting the importance of dialogue with the states for the democratic and effective construction of a unified system, as well as for the effective compliance with legal provisions related to fixed-odds betting throughout Brazil.
“It is essential to strengthen cooperation among federated entities, fostering collaboration and tightening ties between federal and state governments, disseminating best practices, establishing national minimum standards for Responsible Gaming, technical requirements for systems and games, as well as combating money laundering and ensuring sports integrity,” he said.
